Delhi, being the capital of India, is also a major economic and employment hub of North India. Acquisition of land has become tedious and time-consuming due to litigations and procedural delays. As a result, DDA could not meet the growing demands of the additional population and market expectations. To match this fast pace of growth while ensuring planned inclusive development, DDA has now re-emerged in its role from developer to facilitator.
The policy is applicable for the urban extension areas of Delhi, comprising of 104 villages falling in Zones J, K-I, L, N, P-I and P-II. The whole area is divided into 109 sectors, and on an average each sector is about 250Ha to 350 Ha and is anticipated to accommodate about 80,000 to 1 lakh population. These new areas shall incorporate Smart city principles of the Government of India, and are being planned around the concepts of Happiness and Livability index which are being adopted all across the world. DDA has already notified the modified Land Policy and its Regulations in 2018 to foster land development in partnership with land owners.
This Policy envisages development of sustainable housing, commercial areas and smart social and physical infrastructure incorporating new innovative construction technologies. The development is envisaged for about 200 sq.km (20,000 ha.) of land to meet the future requirements of the Capital City. About 17 Lakh new houses shall be constructed, of which 6 lakh houses will be reserved for EWS housing accommodating a total of 85 Lakh people over the next 20 years
Development of housing and infrastructure in these Land Pooling Zones will trigger economic, social, and civic development of the city. It will give the necessary fillip for growing local economy and provide both direct and indirect employment opportunities through construction work and allied sectors include housing and infrastructure finance. It would also boost job opportunities for labor-Intensive Domestic Production and significantly benefit the local economy. This would further set off a multiplier effect, bolstering the GDP.

(a) Land and Building Department , Government of National Capital Territory of Delhi (GNCTD) have notified 104 villages as Development Area of DDA under Section 12 of Delhi Development Act 1957 vide various notifications dated 16.06.2017, 09.09.21, 10.09.21 (refer notification tab for more details).

(b) Department of Urban Development , Government of National Capital Territory of Delhi (GNCTD) have notified 105 villages as Urban Area under Section 507 of Delhi Municipal Corporation Act 1957 vide various notification dated 16.05.2017, 20.11.19, 05.03.21 respectively (refer notification tab for more details).
